What We Do
Harakat – Afghanistan Investment Climate Facility Organization (HARAKAT) is a non-governmental organization (NGO) established in 2009 to foster private sector-led economic development in Afghanistan. Acting as a bridge between international development agencies, the private sector, government, and civil society, Harakat aims to make doing business in Afghanistan easier and more efficient.
Through open dialogue, strategic cooperation, and an in-depth understanding of economic challenges, Harakat plays a leading role in reforming the private sector framework. Since its inception, Harakat has significantly contributed to Afghanistan’s economy by implementing impactful projects and programs. In partnership with major institutional donors such as FCDO, USAID, and GIZ, Harakat has helped thousands of Afghan businesses thrive by advocating for national policy reforms and providing financial support to small enterprises.
Our initiatives encompass community economic development, advocacy for private sector policies, trade and transit facilitation, and support for small and medium enterprises (SMEs), all designed to promote sustainable economic growth.Our mission is to drive private ector investment and stimulate economic growth in Afghanistan. By creating an environment conducive to inclusive employment, capacity building, investment facilitation, and livelihood generation, Harakat empowers Afghan communities and businesses. Guided by our vision of a prosperous Afghanistan, we work to build a dynamic and inclusive business environment that attracts investment, unlocks the economy’s potential, and enhances the quality of life for all citizens.
Thematic Programs (2024-2025)
In 2024–2025, Harakat is implementing six thematic programs to drive economic development and advance its strategic goals:
- Policy Advocacy: Engaging stakeholders to reform policies, fostering a business-friendly environment that supports sustainable economic growth.
- SME Development: Enhancing the capacity, competitiveness, and resilience of small and medium enterprises through grants, capacity building, and technical support across three specialized programs.
- Development of Local Credit Associations: Establishing and supporting local credit associations to improve access to finance for underserved communities.
- Agricultural Support: Promoting innovation, sustainability, and market access within Afghanistan’s vital agricultural sector.
These programs integrate capacity-building initiatives and often include grants to empower local businesses. Notably, over 75% of program beneficiaries are women, reflecting Harakat’s commitment to gender inclusivity and economic equity. By supporting women entrepreneurs, strengthening SMEs, and advocating for policy reforms, Harakat is building a vibrant and sustainable business ecosystem throughout Afghanistan.
